Pakistan and Russia are exploring a more practical phase of bilateral cooperation through technology-driven partnerships, reflecting growing opportunities to strengthen economic ties beyond traditional sectors. The Pakistan–Russia IT Collaboration Webinar brought together government representatives, industry associations and technology companies to identify joint ventures, commercial opportunities and collaborative projects across six priority areas, including artificial intelligence, cloud computing, cybersecurity, digital governance, IT services and quantum computing.
Pakistan’s Federal Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, highlighted technology as a key pillar of the country’s economic transformation under URAAN Pakistan, with the ambition of building a USD 1 trillion economy by 2035. He emphasised Pakistan’s growing IT workforce, annual production of over 75,000 IT graduates and plans to develop one million AI professionals by 2030. Pakistan’s IT and telecom exports reaching a record USD 4.6 billion in FY2025–26 further underline the sector’s expanding economic potential.
Russia’s established scientific and engineering capabilities, combined with Pakistan’s expanding digital workforce and IT services industry, offer complementary strengths for mutually beneficial cooperation. The participation of PSEB, RUSSOFT, P@SHA and leading technology companies from both countries also reflects an effort to translate institutional engagement into practical commercial partnerships.
For Pakistan, deeper technology cooperation with Russia could support market diversification, knowledge exchange, investment, digital innovation and access to emerging technologies. Moving from dialogue to joint ventures, pilot projects and sustainable business arrangements will be essential to ensuring that this partnership delivers tangible economic benefits and contributes to broader regional connectivity and development.
