Afghan Terror Sanctuaries, India Nexus, and Wakhan Limits

Key terrorist leaders continue to operate freely from Afghan soil under Taliban regime patronage. FAK chief Noor Wali Mehsud was present in Kabul in September, while his deputies Mufti Burjan and Maulvi Faqir Mohammad were located in Nuristan and Nangarhar, respectively in September.

BLA leadership enjoys the same safe haven, with Dr Allah Nazar based in Nimroz and Bashir Zeb moving between Kabul and Nimroz during September.

This cross-border operating space coincides with an expanding terrorist footprint inside Pakistan. Currently, 182 Tashkeels, comprising approximately 4,600 terrorists are active in Pakistan, including 1500–1600 Afghan terrorists. Their number and strength have steadily increased since January 2024.

Meanwhile, India-Afghanistan air connectivity has doubled from 1 to 2 flights daily, deepening Taliban-RAW nexus as Indian-backed terrorist networks continue to operate from Afghan soil against Pakistan.

Wakhan Corridor remains an impractical route for large-scale trade due to extreme temperatures nearing -20°C, average elevations of 8,000 feet and a narrow operational window of just 4 months annually. Persistent security concerns discourage Chinese investment, while the absence of customs infrastructure on the Chinese side further undermines prospects for viable cross-border trade and connectivity.
